IP Map will not recognize a network on this submap

IP Map will not recognize a network on this submap

This cannot be due to a corrupt map, as it's a brand new one. I'm at a
customer's site where the license is for 250 nodes, and as such has requested
the build of NNM to be non-auto discovery. I know that my snmp/smtp/tcp-ip
parameters are correct, but in creating the initial network, I cannot assign an
ip address. Error Message: IP Map will not recognize a network on this submap.

please help

Matthew, are you using a seedfile to create the database?

No Seed file, in fact, I'd like to manually create all devices. I'm unable to
assign ip information, sometimes.
