Can't upload Service Manager Application and demo data

I am having difficulty uploading the Service Manager Application and demo data to Oracle.
Running ./configure in Solaris 10 I get through everything including the verify connection step. When I go to upload the demo and app data I get the following error:
"Please check if the database is empty and the SQL user has rights to create tables, check smconfig.log for additional detail."

The log doesn't appear to have anything pertaining to the table creates etc. I have granted the user every role and every system privilege and it still does not work.

Any ideas?

It looks like the quota was zero. I've changed that to unlimited. I've created a table and then dropped it via sqlplus so I have confirmed it has permission to create the tables however I still cannot upload the app/demo data.

So after digging through the forums and bunch of other websites I am still stumped.
